School districts across Oregon have far more students who require special education services than the state funds. West Linn-Wilsonville, for example, has 14% of students who qualify, but Oregon only funds up to 11%. This leads to a funding gap of millions of dollars. Two of the largest districts in the state, Portland Public Schools and Salem-Keizer, each have 18% of their students who qualify.
When a student is found eligible for special education services, additional funding supports their individual needs. However, when special education is underfunded by the state, it can lead to staggering financial challenges for districts, contributing to budget shortfalls. Most importantly, it can lead to students not receiving the supports they need to access their education.
Two critical bills are moving forward:
- HB 2953 would eliminate the 11% special education funding cap
- HB 2448 would increase funds to the High Cost Disabilities Account
These bills would benefit all students in Oregon as districts face budget shortfalls.
