Special Education Funding Gap in Oregon
"Few states cap the share of students with disabilities for whom districts receive funding, and no other state with such a cap has a limit as low as Oregon’s (11%).” - KATU News
School districts across Oregon have far more students who qualify for special education services than the state funds. West Linn-Wilsonville, for example, has 14% of students who qualify for special education services, but Oregon only funds up to 11%. This gap comes out to approximately $2.25 million annually. The largest districts in the state, Portland Public Schools and Salem-Keizer, each have 18% of their students who qualify, which, with many more students, comes out to many more millions.
All students receive general education funding. When a student is found eligible for special education services, additional funding is intended to support their individual needs. However, when special education is underfunded by the state, it can lead to staggering financial challenges for districts.
Two critical bills are moving forward to the House Revenue Committee:
- HB 2953 would eliminate the 11% special education funding cap
- HB 2448 would increase funds to the High Cost Disabilities Account
These bills would benefit school communities across Oregon as districts face budget shortfalls.
